Personal Background

From Ohio, to Iraq, to Owensboro.

Phillip Jermaine Page was born in Alliance, Ohio, the youngest of eight children in a blended family. He earned his Eagle Scout rank in the 1990s, where he first learned what it meant to be responsible for others and the value of serving community over self.

After graduating from Youngstown State University, Phillip enlisted in the U.S. Army as an active duty soldier shortly after September 11, 2001. His service took him to Alaska and a 16-month deployment to Iraq, where he served as a Military Intelligence noncommissioned officer and Army Interrogator. He received a Purple Heart and two Army Commendation medals.

After his service, Phillip earned a Master’s degree from Youngstown State and then his law degree from Florida Coastal School of Law. He was admitted to the Kentucky Bar in October 2015 and has lived in Owensboro since May 2015.

Phillip is married to Hon. Thomika Jantzen Page and is the proud owner of two retrievers, Rhett and Tracker. When not in the courthouse or serving the community, you will find him running in local running clubs, motivating others to be better versions of themselves, and spending time with his family.

My Legal Journey

Phillip’s path to the bench is a record of doing the work first. He has prosecuted, defended, mediated, and managed cases at every level District Court touches.

Private Practice

Overstreet Law Offices

Family law and custody, landlord-tenant and evictions, rezoned cases, JDNA, collections and small claims. First position after passing the bar. Learned the foundations of civil practice from the ground up.

Caslin & Cecil

Personal injury, workers’ compensation, Social Security disability, veterans’ benefits. Expanded into new areas of law and gained experience advocating for working people.

Page Law Offices

Family law (everything), JDNA, traffic defense, child support, landlord-tenant. Built his own practice and handled the full range of cases that come through District Court.

Assistant County Attorney

Guardianship, conservatorship, juvenile prosecution, traffic violations, misdemeanor and youthful offender prosecution, Juvenile Drug Court, child support, preliminary hearings for felony offenses. 100% litigation. Every youthful offender case he set out to transfer was transferred.

Senior Staff Attorney

Case management, negotiation, mediation, worked and edited orders. Worked alongside Judge Jennifer Hendricks and Judge Angela Thompson. Used his Army interrogator training to facilitate high-conflict divorce and custody disputes. 100% civil work.

Office of the Commonwealth’s Attorney

Assistant Commonwealth Attorney

Prosecutes Rocket Docket cases on a high-volume criminal calendar, handles motions to revoke, and manages District and Circuit Court files from charging through disposition. Serves as an instructor at the Owensboro Police Department, training officers on search and seizure and preparing them to testify in court. Works directly with law enforcement and victims to move cases through the system fairly and efficiently.

I have done everything before applying to be a judge. I have sat in every seat in this courthouse. I am ready.

Owensboro Area Shelter Information and Services

OASIS

Volunteer since October 2019. Over five years of service supporting individuals and families in need.

Founded in 1936 for minority youth

H.L. Neblett Community Center

Volunteer since March 2018. Domestic violence advocacy and service to underserved minorities in the Black community.

Founded by Hon. Lisa Jones, Kentucky Court of Appeals

Juvenile Drug Court

Volunteered on the program originally founded by Court of Appeals Judge Lisa Jones. Worked to give young people a path forward.
